Our Mission
River City Residential Services (RCRS) was founded with a singular purpose: to provide quality residential support to adults in substance use recovery using a peer-integrated professional treatment model. As Richmond’s first licensed ASAM 3.1 program, we fill a critical gap in the continuum of care — offering structured, 24-hour clinically managed residential treatment for adults who need more than outpatient support but may not require medically managed intensive care.
Our program is built on the belief that recovery is possible for everyone, and that the right environment, clinical support, and peer community can make all the difference.

Our History
River City Residential Services is part of the River City behavioral health family — a network of programs dedicated to serving the recovery and mental health needs of Richmond, Virginia. RCRS represents an important milestone in that mission: the first residential treatment program in Richmond licensed at the ASAM 3.1 level.
RCRS was developed to address the needs of adults who require a structured residential environment to achieve and sustain recovery from substance use disorders. Today, RCRS operates four DBHDS-licensed ASAM Level 3.1 residential facilities across the Richmond area — two men’s homes and two women’s homes, with eight residential beds at each facility — creating safe and structured places where residents can stabilize, heal, and prepare for long-term community integration.
RCRS operates under the standards of the American Society of Addiction Medicine (ASAM) Level 3.1 — Clinically Managed Low-Intensity Residential — ensuring that every resident receives care that is grounded in nationally recognized clinical best practices.
ASAM 3.1 — Setting the Standard
The American Society of Addiction Medicine (ASAM) Patient Placement Criteria is the most widely used and comprehensive set of guidelines for placement, continued stay, and discharge of patients with addiction and co-occurring conditions. ASAM Level 3.1 — Clinically Managed Low-Intensity Residential — provides 24-hour supportive care in a residential setting, with clinical services delivered by qualified addiction treatment professionals.
RCRS is proud to be Richmond’s first program to achieve this licensure, signaling our commitment to delivering care that meets the highest standards in addiction medicine.

Our Residential Facilities
RCRS operates four DBHDS-licensed ASAM Level 3.1 residential facilities in the greater Richmond area. Each home has eight residential beds, and facilities are gender-separated — two for men and two for women. For the privacy and safety of our residents, we do not publish facility street addresses; our admissions team will share location details with confirmed referrals.
